Analysis of possibilities for developing Tallinn's affordable housing policy
Abstract
The aim of the analysis is to identify the patterns and trends of spatial inequalities in Tallinn in the period 2010-2023 and, based on these results and the analysis of the practices of European cities, to make policy recommendations for improving access to affordable housing and changing the related urban organisation (incl. spatial planning issues). The research will provide input to the development of an affordable housing policy in Tallinn. The most important result of the analysis is the policy recommendations for the City of Tallinn, which would contribute to the fulfilment of the city's development goals in terms of access to housing prices, modernization of living conditions, diversification and segregation management.
