Development of crisis vulnerability, future crises and interventions to enhance societal preparedness
Abstract
Crisis preparedness is based on emergency risk analyses and plans, which also consider future risks and vulnerabilities. The project explains the individual, structural and situation-specific factors that make people's lives, health or property vulnerable in today's and future threat scenarios in Estonia. The project creates a unique model for forecasting emergencies and vulnerabilities based on data from Estonian registers, employing methods of foresight studies, crisis sociology and data science. The region- and group-based crisis vulnerability forecast helps the state, municipalities and residents prepare for crises and save lives in the future. Systematic mapping of vulnerability sources enables agencies and communities to address the root causes of crisis vulnerability to prevent risk events from escalating into crises.
