Abstract

EVaDip, Research Project on the History of the Diplomacy, Foreign, and Security Policy of Estonia, is based on the realization that research into Estonia’s diplomacy, foreign, and security policy has so far been sporadic. Some collections of memoirs have been published (e.g., "Teine tulemine"), and the topic has been partially addressed in the writings of politicians following the restoration of independence or in anthologies focused on specific issues. The study of collective memory as a factor shaping foreign policy and international relations has received only minimal attention. As time passes, there is an increasing risk that narratives about Estonia’s history, both in Estonia and abroad, will be shaped by writings that focus on incidental details and reflect the perspectives of other countries and interest groups rather than Estonia’s own viewpoints. The study of Estonia’s foreign and security policy and diplomatic history is therefore directly linked to: (1) preserving Estonia’s security, socio-economic well-being, independence, and national resilience; (2) enhancing Estonia’s ability to be a valuable partner to allies and partners; (3) improving the Ministry of Foreign Affairs’ capacity to direct research on foreign and security policy; (4) strengthening cooperation between Estonian state institutions and research and development institutions; (5) providing a more precise understanding of international activities across various government sectors; (5) enhancing the quality of scientific advisory services and the implementation of new mechanisms; (6) analysing historical experiences to improve societal awareness and resilience in Estonia. As a result of the EVaDip project, Estonia will have a more thoroughly researched history of its foreign policy and diplomacy. This will contribute to a better-informed society and diplomatic service. Furthermore, the project will foster a broader and more in-depth field of research on foreign and security policy, diplomatic history, and collective memory, with findings that can be applied to Estonia’s diplomatic service and used to raise awareness both in Estonia and internationally. In the context of changing international relations and the evolving geopolitical landscape, Estonia’s position in historical scholarship, media, and public discourse - including social media – may become an existential question for the future of the Estonian state and people.
