Preparation of the Social Climate Fund Plan: Identification of the Target Group and Suitable Measures for the Social Climate Fund for the Ministry of Finance
Abstract
The study is divided into two parts: the first addresses energy poverty, and the second focuses on transport poverty. Each section is structured to first define the concepts of energy and transport poverty, followed by mapping the prevalence of these phenomena in Estonia. Subsequently, an overview is provided of various measures that could be implemented to alleviate energy and transport poverty with financial support from the Social Climate Fund, tailored to Estonia's target groups. The study also includes qualitative assessments of the potential economic, social, regional, and environmental impacts of these measures.
