Development Study for the Fire Safety Inspection Service
Abstract
The study focuses on the transition of fire safety inspection services from the public to the private sector in Estonia since March 2021, aimed at improving the fire safety condition of buildings and increasing owner awareness. Although the service covers approximately 9,200 buildings, only 19% have undergone inspection. An analysis of international practices revealed that fully delegating fire safety inspections to the private sector is rare, with the United Kingdom being a notable example. The study emphasizes that an effective system requires improved collaboration between the Rescue Board and service providers, better owner awareness, and clearer procedures for addressing non-compliance with requirements.
